This area is designed to be walked rather than statically viewed, with the edges of the steps planted so scent is released as you walk.  The steps begin at the end of the pool and take you down the steep bank past one of the entrances to the Bossolo Garden, you then look down onto the Echo Meadow and end up at the Rest 'n' View Terrace with it's views.
